We run Facebook and Instagram ads for service businesses and D2C brands, mostly as click-to-WhatsApp campaigns, with creative tested in batches and leads judged on conversations that reply. Management starts at ₹35,000 a month plus 18% GST, and ad spend is paid directly to Meta.

A Meta ads agency should turn your Facebook and Instagram spend into conversations with buyers, and prove it with the cost of each one. For most service businesses, that means click-to-WhatsApp ads.
Meta doesn’t catch people searching for you. It reaches people who weren’t looking, so the ad itself has to do the selling. That makes creative the biggest lever in the account, and it’s why we test creative in batches instead of running one ‘hero’ ad until it dies.
We judge leads on conversations that reply, not on clicks or link taps. A click is someone curious. A reply on WhatsApp is someone asking a question your team can answer.

A form on a slow page asks a buyer to commit before they’ve asked anything. A chat lets them ask first.
The buyer taps the ad and lands in a chat with your business, in an app they already use. The first message is a question, which is exactly where a sales conversation should start.
A form can be filled by accident, by a bot, or by someone who forgets they did it. A WhatsApp conversation where the buyer replies is a person with a question. That’s what we count.
A paid conversation is only as good as the reply it gets. Before we spend a rupee, we ask who answers your WhatsApp and how quickly, during the hours your ads run.
Each conversation traces back to the ad and the creative that started it, so budget moves to whatever produces replies and away from what doesn’t.
In batches, one question at a time. Meta rewards ads people stop for, so the creative is where most of the result gets decided.
Swipe
Several versions of the opening: the first line, the first frame of a video, the main image. Same offer, same audience, so the hook is the only thing that changes.
Price shown or not, a consultation or a quote, a question as the call to action. The winning hook carries forward so we know the offer made the difference.
Static, carousel or short video, built from what won. Facebook and Instagram placements are compared on the same measure: cost per replying conversation.
Ads that don’t produce replying conversations are switched off. Winners get the budget, and a new batch goes in before the current ones tire.
Three ways to collect enquiries from Meta. Each one has a job, and each fails in a different way.
| Click-to-WhatsApp | Instant lead form | Website conversion campaign | |
|---|---|---|---|
| What the buyer does | Taps and starts a WhatsApp chat | Submits a pre-filled form inside Facebook or Instagram | Clicks through to your landing page or store |
| What you need in place | Someone who answers WhatsApp quickly | A fast call-back process | A page that loads fast and converts, plus conversion tracking |
| Quality signal | The buyer replies to your first message | The number connects and the person remembers the form | A purchase or enquiry on your site, tracked back to the ad |
| Main risk | Slow replies waste paid conversations | Low-intent forms submitted in one tap | Spend lost to a slow or confusing page |
| Usually suits | Service businesses, clinics, education, imports, real estate | Businesses with a calling team ready to ring back | D2C and e-commerce brands with tracked sales |
| Our recommendation | The default for service businesses | Only with a calling team ready the same day | For online stores with purchase tracking in place |
Buyers already searching for you? That’s a Google job: Google Ads agency in Bangalore. Running both against one target: performance marketing.
There is no fixed price: you set the budget, and what you pay per conversation depends on who you target, how many other advertisers want the same people, and how good your creative is.
Our published click-to-WhatsApp result was ₹44 per conversation for a China-to-India import service. That is one campaign, not a rate card. Your number will depend on:
We wrote a longer guide on this: how much do Instagram ads cost in India.

From our portfolioUnderlinen · Winter scroll-stoppers for French Connection & PUMAA flat monthly fee for running the account. Ad spend is separate and paid directly to Meta. Our recommendation for most Meta accounts is Management + creative at ₹65,000, because on Meta the creative is the work.
| Plan | Monthly fee (+ 18% GST) | What it covers | Suits |
|---|---|---|---|
| Management | ₹35,000 | Campaign set-up, audiences, click-to-WhatsApp or lead campaigns, ongoing optimisation, reporting on cost per conversation | You have a design team that can supply fresh creative for every test batch |
| Management + creative (our recommendation) | ₹65,000 | Everything in Management, plus ad creative made by our in-house team and tested in batches | Businesses without a design team that can turn creative around every batch |
| Full-funnel | ₹1,50,000 | Meta and Google run together, from first touch to remarketing, with creative, tracking and weekly reporting | Brands scaling spend across both channels against one target |
Ad spend is extra and paid to the platform. Retainers are invoiced monthly in advance, NET 7–15. Most retainers have a 6-month minimum; early-stage D2C plans have a 3-month minimum. Early-stage D2C brand? Our D2C plans start with a ₹30,000 launch sprint.
Five things. The last one matters most.

Our Meta Ads management starts at ₹35,000 a month plus 18% GST. Management with creative is ₹65,000 a month, and full-funnel Meta plus Google is ₹1,50,000 a month. Ad spend is separate and paid directly to Meta.
It’s a Facebook or Instagram ad whose button opens a WhatsApp chat with your business instead of a website. The buyer types a question, your team replies, and Meta counts the result as a conversation.
Only the ones where the buyer replies, which is why that’s what we judge campaigns on. A chat that’s opened and abandoned is a click with extra steps. Our published result was 1,588 conversations at ₹44 each, on our paid ads page.
You usually don’t have to choose: one Meta campaign can run on both. We compare placements on the same measure, cost per replying conversation, and move budget to whichever produces more of them.
We test creative in batches: ads that don’t produce replying conversations are switched off, winners get the budget, and a fresh batch goes in before the current one tires.

No. Ad spend is paid directly to Meta and is separate from our management fee. For a sense of what drives that cost, read how much Instagram ads cost in India.
